Agree or disagree: Have attitudes toward working women changed in Japan?
Attitudes toward working women have changed in Japan from three points of view: economic situation, sexual harassment and care system.
First, the Japanese economic situation has changed. During a period of high economic growth, when the division between husbands at work and wives at home was functioning, male salaried workers could earn enough money to feed their families. But now, due to a recession, men’s salaries are cut, and hence women are forced to work. In addition, the Japanese Equal Employment Opportunity Law prohibits gender discrimination with respect to recruitment, hiring, promotion, training, and job assignment, therefore businesses must respond to the new conditions.
Second, on-the-job sexual harassments are less acceptable. For instance, in the past, as sexual remarks or groping was part of communication, women could not get angry and had to evade them with smiles. However, today, sexual molesters are often accused, which shows that the right for women to say “no” is being respected.
Third, the care system has changed. Conventionally, care was the responsibility of wives. After the Childcare and Nursing Care Leave Act was enacted, not only women but also men can take childcare leaves and draw benefits. In addition, the public nursing-care insurance system has changed geriatric care’s acceptors from wives to the whole society, enabling women to work.
Indeed, the change may be slow and not enough, nevertheless, Japan moves in a good direction for working women.
