Are economic sanctions a useful foreign-policy tool?
Economic sanctions are a useful foreign-policy tool from three perspectives: direct damage, warning and a deterrent.
First and foremost, economic sanctions can impair the power of the sanctioned countries. Especially for nations where food self-sufficiency is low and natural resources are scarce, an embargo is a matter of life and death. In addition, if such countries cannot procure oil or gas as fuels and irons as materials for guns or tanks, they cannot wage a war. In reality, thanks to economic sanctions, Iran halted nuclear development that had progressed privately, and South Africa abandoned the apartheid policy.
Second, economic sanctions can act as a caution to targeted countries. While diplomatic actions, such as the exile of diplomats, are only symbolic and little influential, the use of force is the last resort that should be avoided. As economic sanctions are stronger than just diplomatic protests but less powerful than military operations, they are appropriate as a warning before the force phase.
Last but not least, economic sanctions can curb states other than targets. When such states see sanctioned countries struggling, they may desist from the offensive or violations of international law. For example, sanctions against Russia for the invasion of Ukraine may be a message that reminds China of what will happen after it assaults Taiwan.
Economic sanctions may sometimes have loopholes and not function perfectly, however, certainly effective means for the above-mentioned reasons.
