Should governments be responsible to ensure health systems?
Governments should be responsible to ensure health systems from three perspectives: insurance, intervention and research.
First and foremost, governments have the responsibility for insurance. While welfare is a basic right for the public, without insurance, those who have little money cannot take sufficient medical treatment. Furthermore, as it is tough for the family to care for the elderly, the public nursing-care insurance system needs to be established. Only nations can introduce it.
Second, governments have the duties to support medical institutions. For example, in Japan, during the pandemic, some hospitals have been overwhelmed. Since it is difficult for individual facilities to deal with such situations, states should provide enough medical resources and coordinate the role-sharing among healthcare providers. Authorities ought to give the general picture of medicine.
Last but not least, governments should lead the research on illness. For instance, it is hard for pharmaceutical companies to study future infections to prepare drugs or vaccines for them, as it is not profitable in the short term. So, the administration should be engaged in measures for potential infectious diseases. Countries can tackle long-term challenges regardless of immediate profits.
As private sectors are insufficient for public services, governments should ensure health systems.
